
Valley Health Systems, Inc. is pleased to announce the appointment of Sarah M. Clemente, MHA as its new Director of Value-Based Operations. Clemente brings extensive experience in healthcare quality improvement, reimbursement strategies, and value-based care transformation into her new role.
Clemente joins Valley Health from WVU Medicine – Thomas Hospitals, where she most recently served as Coordinator of National Quality Programs. In this role, she managed quality data analysis, reporting, and process improvement across more than 50 outpatient clinics. She also provided oversight for pay-for-value and ACO contracts, ensured regulatory compliance, and led quality and risk adjustment strategy integration.
Previously, Clemente served as Clinical Quality Coordinator at Thomas Hospitals, where she directed continuous quality improvement initiatives, facilitated operational enhancements using Lean principles, and led a team dedicated to utilization, outcomes, and risk management. Earlier in her career, she worked with the Center for Organ Recovery & Education, where she championed process improvements and developed education programs for hospital staff across the region.
Clemente holds a Master of Science in Healthcare Administration from Marshall University and a Bachelor of Arts in Theatre Management from Mary Baldwin College.
She says she was drawn to healthcare after her oldest daughter was born prematurely and she became invested in learning how to navigate the healthcare system as a parent of a child with complex needs.

Clemente lives in South Charleston with her husband of 17 years, their three children and 3 miniature dachshunds and a Great Dane. She enjoys reading, hiking, and playing with her children in her off-work hours.
